Every member holds non-transferable reputation earned through verified contribution: engineering hours, crop yield, medical duty, research output, maintenance shifts. 每位成员持有不可转让的声誉值，由可验证贡献累积而来：工程工时、种植产出、医疗值班、研究成果、运维轮值。

·One person, one identity. Sybil resistance by residency proof.一人一身份，以在地居住证明抵御女巫攻击。
·Vote weight equals reputation, capped so no member exceeds 3% of total.票权等于声誉值，单人上限不超过总量 3%。
·Capital alone cannot buy a seat. Financial stake carries no vote.出资本身买不到席位，资金份额不附带投票权。

Nine signers elected by the assembly, geographically distributed, at least two resident on site at all times. Any treasury movement needs five signatures. 九名由议会选出的签名人，地理分散，任何时刻至少两人在场。任何金库动用需五人签名。

Check 制衡 → The assembly can recall any signer. The court can freeze any transfer. The council can veto any proposal that endangers physical safety. 议会可罢免任一签名人；法院可冻结任一转账；委员会可否决任何危及人身安全的提案。

Governance speed is a safety parameter. The same community cannot deliberate for a week while a CO2 scrubber fails, so authority compresses as conditions degrade and automatically expands again afterwards. 治理速度本身就是安全参数。二氧化碳洗涤装置故障时，社区不可能再花一周开会讨论,因此权限会随环境恶化而收缩集中,并在事后自动恢复。

Declared when a monitored threshold is breached: power reserve below 40%, CO2 above 800 ppm, water recovery below 60%. Council decides, assembly ratifies afterwards. 当监测阈值被突破时启动：电力储备低于 40%、二氧化碳高于 800ppm、水回收率低于 60%。委员会决策，议会事后追认。

Layer 3 · Crisis 第三层 · 危机

The first jurisdiction to recognise a DAO as a legal entity in its own right. Limited liability for members, the operating agreement can point directly at on-chain governance, and it can hold title to the Svalbard structures. 全球首个在法律上承认 DAO 独立主体资格的司法辖区。成员承担有限责任，运营协议可直接指向链上治理，并能持有斯瓦尔巴设施产权。

The 1920 Svalbard Treaty grants nationals of all 46 signatory states, China included, equal rights of residence and economic activity. The site is demilitarised, which removes an entire category of political risk. 1920 年《斯瓦尔巴条约》赋予全部 46 个缔约国国民（含中国）平等的居住与经营权利。该地非军事化，从而整体移除了一类政治风险。

Whoever controls the lights controls the food. 谁控制光照，谁就控制食物。

A closed habitat turns agriculture into a utility, and every utility needs an owner, an operator and an auditor. Two aeroponic cubes produce about 108 kg of fresh food per day, which is roughly 540 g per resident. Scarcity on that scale is not a market problem, it is a governance problem, so the rules are written before the first seed is planted. 密闭栖息地把农业变成了公用事业，而每一项公用事业都需要所有者、运营方与审计方。两套气雾立方舱日产约 108 kg 新鲜食物，折合每人每天约 540 g。这个量级下的稀缺不是市场问题，而是治理问题，所以规则必须在第一颗种子落地之前写好。

Any member at Tier 2 or above may table a parameter proposal, covering tier allocation between leafy, fruiting and root crops, nutrient recipe, photoperiod and DLI targets. The safety envelope is not votable. Root desiccation margin, nozzle redundancy, disease isolation thresholds and the 20 minute misting fallback belong to the operations team and to the auditors, never to a ballot. Tier 2 及以上成员均可提交参数提案，范围包括叶菜 / 果菜 / 根茎三层的面积分配、营养液配方、光周期与 DLI 目标。但安全包络不进入投票：根系失水余量、喷头冗余、病害隔离阈值、20 分钟断雾兜底，一律归运营团队与审计方，永不交给投票。

Harvest is allocated per resident, identical for every tier. Capital buys governance weight, it does not buy calories. Seed lots and the genetic library are held by a germplasm trust with a two-of-three multisig, so no single cohort can convert a seed stock into leverage during a shortage. 产出按常住人口均分，所有层级完全一致。资本买到的是治理权重，买不到卡路里。种子批次与种质基因库由「种质信托」以 2/3 多签托管，任何单一群体都无法在短缺期把种子库存变成筹码。

If measured output stays under 80 percent of the modelled curve for seven consecutive days, an open post-mortem is triggered automatically and published to the member register. Switching on the second cube under N+1 normally sits with operations, but during a declared emergency the three-person crisis committee can authorise it unilaterally, with a full record published within 24 hours. 若实测产量连续 7 天低于模型曲线的 80%，系统自动触发公开复盘并向全体成员登记册发布。N+1 第二套立方舱的启停通常归运营方，但在已宣布的紧急状态下，三人应急委员会可单边授权启用，并在 24 小时内公开完整记录。
